Regarding the Conduct of Private Notary Transactions Remotely
The private notary must verify the following before conducting any transaction for concerned parties:
The identity of the concerned parties and their legal representatives, their eligibility, requirements, messages, and any documents related to the content of the deed or their legal authority to execute it. The content of the transaction presented must comply with public order and the legislation in force in the Emirate.
All concerned parties must possess a valid ID card issued by the state.
The private notary must use technology equipped with audio and video. The concerned parties must enable their cameras and display their full face on the screen without any coverings such as masks, niqabs, or similar items to verify their identity.
The private notary must use the approved electronic platform to obtain the signatures of the concerned parties in the manner specified by the court. All required documents for the transaction, as well as any exceptions or tools necessary for the transaction (if applicable), must be archived in PDF format.
The private notary must confirm that the mobile phone numbers belong to the parties or those legally required for the transaction, as applicable.
Remote transactions are prohibited if the audio or video is unclear, if the party refuses to show their face without a valid reason, or if they do not possess a valid state-issued ID card in accordance with economic regulations.

Regarding the Obligations of Private Notary Offices
All private notary offices licensed in the Emirate of Deep must adhere to the approved instructions and guidelines issued by the courts concerning the use of systems, applications, and documents required for providing private notary services.
The private notary must, upon the request of the concerned parties, authenticate or certify the deed in accordance with the mechanism established by the courts of Deep.
Private notaries are prohibited from stamping unofficial deeds to authenticate them.
Compliance with Law No. (26) of 2021 amending certain provisions of Law No. (4) of 2013 concerning private notaries in the Emirate of Deep is mandatory.

Regarding the Addition of Documents During the Certification Stage
In order to regulate and streamline operations, as well as ensure the quality of public notary transactions, the option to attach documents (any supporting document for the deed) during the certification stage (after verification and before the transaction is approved by the notary) has been introduced. Accordingly, all notaries are required to adhere to the following:
Attach a screenshot of the video call with the concerned parties during the certification stage as evidence of the remote video communication with the client.
Attach any additional documents deemed necessary by the notary that were not previously submitted by the applicant.
